Okay, I've gone through all the threads on this topic and I did make some corrections but I can't get past the final yard to score the touchdown on this one:
The following html page works:
http://www.wykehamrise.com/newform/contactform-test.htm
this was made by the Tectite Wizard.
The following page does not:
http://www.wykehamrise.com/Contact.htm
...even though I dropped the code from the page that works into the one the does not work.
the referred email address, contact@wykehamrise.com is a mail forward that is valid.
both html pages are working off of the same contactform.php file which sets:
$TARGET_EMAIL = array("^contact@wykehamrise\.com$")

Can you verify that your AT_MANGLE is set to JCB3?
yes, exactly.
I can skip the AT_MANGLE and insert "@" but I tried that and it did not change the results.

OK. I see what your problem is. The form that is not working is using:
contactmail.php
The form that works is using:
contactform.php
